Cloverdale Public
Schools recognized the need for independent
representation and began seeking out services
that would protect their best interest.
Late 2007, Kramer was hired to assist
Cloverdale Public Schools in maintaining
control of their project. The following
is a brief history of significant issues
leading to the successful kickoff of construction
activity 3/5/08:
- Kramer recommended
that the entire project be bid as (8)
separate packages (as alternates) under
a unified base bid. This effort would
ultimately offer the following viable
results:
- (6) qualified
bidders
- (6) competitive
bids
- THE PROCESS
CLEARLY DEMONSTRATED NO
PREMIUM MARK-UP (BY THE GC) FOR
ACCEPTANCE OF (1) PACKAGE OR ALL
(8) PACKAGES. THIS AGAIN, SIGNIFICANTLY
DIMINISHES THE VALUE CONSTRUCTION
MANAGEMENT OFFERS TO
THE PROJECT PROCESS (especially
for projects under twenty million
dollars). IN FACT, CONSTRUCTION
MANAGEMENT WOULD HAVE ADDED SIGNIFICANT
COST TO THIS PROJECT.
- Kramer
also recommended the addition of
(2) other key alternates that saved
the client as much as $21,000. Accepting
these key alternates also significantly
strengthened project control over
the contractor.
- The separate
alternate packages also allowed
the client options to move forward
with the project and remain under
budget without entering into costly
value engineering.
** Update
**
August
2008 – Project is on schedule
under budget and Kramer is reporting a
cost savings of +$100k. AN ESTIMATED 500%
RETURN ON INVESTMENT OF KRAMER SERVICES.
